The Philippine Government commits itself to the continuing transformation of its security sector into one that is compliant with human rights, international humanitarian law (IHL), and the rule of law. Along this direction, the Government ensures that members of the security forces are continuously trained on human rights and IHL, specifically in their responsibility to protect human rights and the rights of human rights defenders.
