It must be noted, however, that any measures adopted by the Government to restrict such rights are necessary to ensure respect for the rights or reputations of others or for the protection of national security or public order (ordre public) or public health or morals. Such measures are in full conformity with article 19 of the International Covenant on Civil and Political Rights.
