This is not to say that Government believes that there is no room for further improvement in the development of economic, social and cultural rights in Tonga. Rather that the Government has taken and will continue to take a range of measures by the adoption of policies and where capacity allows the change of laws that advance the economic, social and cultural well being of the people of Tonga. Further discussion on economic, social and cultural rights and the extent to which they ought to be justiciable is likely to arise in the course of the public consultation on a possible Bill of Rights and Responsibilities either separated from or incorporated into new Constitutional arrangements
