III. Voluntary pledges and commitments
• To review the provisions applicable to children under the age of 14 in the Sexual
Offences (Amendment) Act 2019, the Sentencing Guidelines for Sexual Penetration
Cases and related instruments to bring it into line with the Child Rights Act 2007 and
international standards on child rights;
• To implement the decision of Cabinet approving the recommendations made by the
committee on the Justice Cowan Constitutional Review Report and the 2018
Government White Paper, and to finalize the constitutional review process;
• To legislate to abolish the death penalty in line with its international human rights
obligations, the public pronouncement of the President, and the decision of Cabinet to
abolish the death penalty.
