Indonesia is encouraged to identify its capacity building needs related to the Universal Periodic Review follow-up and seek regional and international cooperation in this regard, including through integration of the Universal Periodic Review recommendations, as appropriate, into its national development strategy and into its dialogue with relevant stakeholders through existing mechanisms. Such capacity-building needs could pertain, inter alia, to issues such as harmonization of local laws with national and international standards or to strengthening national human rights institutions

It was recommended that additional capacity-building measures be taken in support of programmes and projects on women and children

The inclusion of the crime of torture in the new draft criminal code is welcomed and the Government is encouraged to finalize the draft code, taking into account comments received from relevant stakeholders

Indonesia, in line with its National Plan of Action, is encouraged to follow through on its intention to accede to the Rome Statute of the International Criminal Court, the Optional Protocol to the Convention on the Rights of the Child on involvement of children in armed conflict, the Optional Protocol to the Convention on the Rights of the Child on the sale of Children, child prostitution and child pornography and the Optional Protocol to the Convention against Torture, Cruel, Inhuman and Other Degrading Treatment. Indonesia is further encouraged to consider signing the International Convention on the Protection of All Persons from Enforced Disappearance

Indonesia is commended for enabling a vibrant civil society, including with respect to those engaged in defending human rights, and is encouraged to support and protect their work, including at the provincial and local level as well as in regions with special autonomy

Welcomes Indonesia's reaffirmation of its commitment to combat impunity and encourages it to continue its efforts in this regard.

While acknowledging the efforts made by the Government of Indonesia, it was recommended that such efforts continue to ensure the promotion and protection of all the components of the Indonesian people.

Indonesia is commended for its efforts in the field of human rights training and education and is encouraged to continue in this regard, and to provide additional training for law enforcement officials, including prosecutors, police and judges, as well as for security forces.

Indonesia is encouraged to consider engaging in further dialogue at the regional and international level, and share best practices, as requested by States during the interactive dialogue

Put an end to immigration-related detention of children, particularly for unaccompanied and separated children, and instead provide appropriate care arrangements and community-based programmes to give adequate support to both children and their families

Consider the ratification of the UNESCO Convention against Discrimination in Education

Ratify the Optional Protocol to the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment

Take the necessary measures for further improvement of access to education in terms of quality and inclusiveness

Treat migrant workers and members of their families in accordance with international human rights standards

Consider accession to the 1951 Convention relating to the Status of Refugees

Adopt the draft Children’s Code while ensuring its compliance with the provisions of international human rights instruments, and take appropriate measures, including seeking technical assistance from the international community for its effective implementation

Conduct awareness-raising campaigns and promote human rights education to prevent all forms of discrimination and intolerance in all sections of society. Priority should be to develop and implement effective initiatives in accordance with the action plans to combat racism, xenophobia and extremism

Ensure continuous implementation of the national framework on combating human trafficking and the provision of health care, psychosocial services and other forms of necessary support to the victims of trafficking

Grant access to the United Nations and other international humanitarian agencies to provide assistance to the most vulnerable groups

Strengthen the constitutional provisions relating to education, including its provision free of charge, explicitly guarantee equitable and inclusive access to education for all, and prohibit discrimination, particularly in the educational sector

Ensure that all migrant workers have access to medical care

Ensure that refugees and asylum seekers are protected, and any attacks on them are subject to prompt, thorough and independent investigation

Ensure the protection of asylum seekers and refugees in its territory, and provide adequate food and health services in reception facilities with the help of the international community

Ensure a continued focus on girls’ education throughout the country especially for poor and marginalized children and youth and ensure that they all complete their education

Ensure access for all women and girls, in particular in rural areas, to basic health-care services

Intensify its efforts to ensure access to primary and secondary education to asylum seekers and refugees and to offer them equal education opportunity

Strengthen its efforts for ensuring access to inclusive education for all children, particularly for vulnerable groups including indigenous and poor children, girls and children with disabilities

Strengthen its efforts to advance the protection of asylum seekers, refugees and migrant workers by improving access to services and access to information on asylum procedures

Strengthen its efforts to ensure access of children to quality and inclusive education, and consider the ratification of the United Nations Educational, Scientific and Cultural Organization Convention against Discrimination in Education

Consider establishing a national human rights institution fully compliant with the Paris Principles
