Portugal updated the Council on its voluntary commitment to establish a national human rights commission, which would be an inter-ministerial body with the competence to coordinate the implementation at the national level of all its international human rights obligations and voluntary commitments. It would ensure not only the follow-up to the universal periodic review exercise, but also the timely and adequate reporting to all international human rights bodies. It would also ensure the translation of all its international commitments into obligations at the national level, thus leading to national legislation and to the set-up of concrete policies and plans. The institutional set-up of the commission would be approved by the Council of Ministers on 18 March 2010.
